The HEO Screening Committee at CUNY School of Labor and Urban Studies is responsible for approving actions related to both new and existing staff whose employment falls under the City University of New York (CUNY) Code of Practice for the Higher Education Officer Series. This includes decisions on new hires, reclassifications, functional title changes, reorganizations, and similar actions. The College is dedicated to ensuring that the committee’s actions are transparent and easily accessible to all employees.

Filling a HEO Series Vacancy
Stage 1: Initial Steps
- Complete and submit a VRB form for review and approval.
- Once approved, HR will notify the department to proceed.
- The department submits the Recruitment Plan Approval Form and job description to the Office of Diversity and Compliance (ODC).
- After ODC approves the recruitment plan, both HR and the department will be notified. HR will then initiate the job posting process and inform the hiring manager once the posting is live.
- The Search Committee schedules a charge meeting with ODC and gains access to the CUNYfirst system.
- The committee interviews candidates, selects finalists, and submits the Search Certification to ODC for approval.
- ODC notifies the hiring manager and HR of the search certification approval.
- The department submits the approved action to HR for the HEO Screening Committee review by the deadline. Late submissions will be considered in the next committee meeting.
Stage 2: HEO Screening Committee Review and Approval
- The HEO Screening Committee reviews the submission for final approval.
Stage 3: HR Notification
